MAJOR FUNCTION

This position works within the County Information Technology Division (IT) and reports to the Security Administrator under the Information Technology (IT) Director. This is a professional position that performs, tactical, and strategic information technology work that requires an incumbent to produce expert analytical and technical work products in support of Polk County divisions and other affiliated government organizations computerized network perimeters. The incumbent must be able to solve complex business problems with technical solutions; identifies and resolves complex technical work problems which junior technical employees are unable to solve or overcome. Work requires creative and original thinking, working with technical staff, vendors, and senior management to determine hardware, software, and system functional requirements to maintain operations and production, as well as achieve business objectives.

Work requires ability to plan, coordinate, and implement one or more of the following areas; data networking (LAN, WAN, Internet, wireless, and broadband), network infrastructure, perimeter security technologies, cloud, vpn, and advanced complex firewall, proxy, intrusion prevention technologies.

The incumbent will provide network security expertise to reduce enterprise risk and ensure appropriate levels of data confidentiality, integrity, and availability. Responsible for defining network security requirements, assessing, and approving firewall change requests, acting as the subject matter expert (SME) for all network security matters and escalating issues to the Information Security Administrator. This position is a highly technical position, which requires an expert understanding of TCP/IP Networking and Cyber Security Firewall technologies.

ILLUSTRATIVE DUTIES

Interacts with clients and agencies to review new and modified requests for hardware, software and network security systems for adherence to documented standards.

Maintains asset inventory and ensures license and maintenance renewals are completed on-time

Identifies necessary changes to support contracts, license requirements ensuring value to the county.

Assists the Security Administrator in developing short- and long-range recommendations of network security architectures, technologies, and solutions (i.e.: Strategic planning/capacity planning, analysis of equipment, repairs, maintenance contracts, etc.).

Submits information necessary to prepare portions of the IT budget and other user Division budget information which pertain to network security.

Provides for secure inter-connectivity between the BoCC platforms and other platforms interfaced to the county.

Monitor’s activity across all firewalls and segments ensuring confidentiality, integrity, and availability.

Participates with periodic capacity plans of the network security traffic, taking necessary actions to ensure security of the enterprise.

Identifies cost savings initiatives and opportunities for technology consolidation.

Keeps abreast of new technologies for increased efficiency and productivity.

Sets up procedures for reporting and ensuring timely response to network security and operational problems.

Evaluates and makes determinations for equipment repair needs, identifying problem(s) and ensuring that matters are corrected whether the technical problem can be resolved internally or by contacting vendor for repair.

Facilitates and fosters open communication and cooperation between stakeholders within the organization and with customer groups ensuring a positive teamwork environment.

Performs an extremely broad range of very complex technical activities and assignments and activities that requires effective multi-tasking adhering to applicable divisional business processes.

Contributes to and executes technical project plans or schedules and coordinates requirements, tasks, work assignments, resources, and critical milestones effectively prioritizing tasks for individuals and work groups.

Interact with 3rd party vendor support services.

Develop test plans and perform lab-based solutions testing.

Manage cloud-based firewalls and ensure these are maintained to same level as on-premises firewalls.

Create change control requests and preform change control reviews of requested firewall changes.

Maintain network firewall software versions ensuring all firewalls software versions are current, consistent, and compatible.

Ensure firewall platform standardization across all county network ingress/egress points.

Travel to off-site county locations to resolve issues, as necessary.

KNOWLEDGE, SKILLS, AND ABILITIES

Create and maintain Visio diagrams.

Understanding and experience configuring Checkpoint firewall blades: (Firewall, VPN, IPS, URLF, AppCtrl, etc.)

Experience with installation and maintenance of network security tools and software, including firewalls, intrusion prevention, and encryption technologies.

Checkpoint Certified Expert (CCSE) preferred.

MININUM QUALIFICATIONS

Graduate of an accredited two (2) year community college or technical/vocational school.

Minimum of four (4) years’ experience in the support of large computer networks to include experience with Checkpoint Firewall management.

Must possess a valid state of Florida driver's license.

Must maintain a valid telephone number.

Must be able to pass a background check.

May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department. Position may be designated as Mission Critical by Department Director.

This position requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, and routine keyboard operations.

SPECIAL REQUIREMENTS

Experience replacing Cisco Adaptive Security Appliance (ASA) with equivalent Checkpoint Firewalls.

Firewall Rule Base analysis and optimization

Advanced networking, VLans, Sub-netting, and Wi-Fi technology.

Cloud based security integration.

Knowledge of Visio and MS Project.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
