VHS German Courses for Expats: 2026 Guide to Every Option

Find the right VHS German course for your visa, job, or citizenship goal. Every 2026 course type covered with costs, eligibility, and registration steps.

What Is a Volkshochschule (VHS) and Why Expats Choose It

Volkshochschulen are public adult education centers in nearly every German city. They are the largest provider of German courses for immigrants, funded by federal and state governments to keep fees far below private schools. Their public mission means courses are open to all residents regardless of nationality, with standardized curricula and recognized exams.

For expats, the VHS ecosystem offers a structured path from A1 to C2 that aligns with immigration requirements, job-market needs, and university admission — often at a fraction of private-school prices.

Pro toolkit: Decision Framework: Match Your Status to the Right Course in 3 Steps — a flowchart that maps visa type, income, and goal to the right VHS course path.

The Full VHS Course Ecosystem: Integration, Vocational, General, Intensive, Online

Course type Target level Funding Typical format Who it's for
Integration course (Integrationskurs) A1–B1 + orientation BAMF-subsidized 600 UE language + 100 UE orientation New residents with entitlement/obligation
Vocational German course (Berufssprachkurs) B1–C2 BAMF/Jobcenter Job-focused modules, 100–500 UE Job seekers, employees, recognition candidates
General German course A1–C2 Self-pay (subsidized rates) Intensive, evening, weekend Anyone; flexible goals
Intensive summer course A1–C1 Self-pay 20–25 UE/week, 4–8 weeks Fast progress, visa-eligible schedules
Live online class (Webseminar) A1–C1 Self-pay or subsidized Synchronous, fixed schedule Remote learners, shift workers
VHS Lernportal (self-paced) A1–C1/B2 Free 24/7, tutor-supported Supplement, waiting periods, pre-arrival

UE = Unterrichtseinheit (45-minute teaching unit).
All formats can be combined: use the Lernportal while waiting for an in-person course, add a vocational module after B1, or take an intensive summer course to meet visa hours.

Integration Courses (Integrationskurse): Eligibility, Structure, Costs & 2026 Rule Changes

Structure: 600 UE language course (A1–B1) + 100 UE orientation course (German law, history, politics). The final exams are the Deutsch-Test für Zuwanderer (DTZ) at A2/B1 and the Leben in Deutschland test.

Eligibility (2026 rules):

  • Statutory entitlement: First residence permit for work, family reunification, or humanitarian reasons → one-time right to attend. Entitlement expires roughly one year after permit issuance.
  • Obligation: Ausländerbehörde or Jobcenter can require attendance if German is deemed insufficient.
  • Voluntary participation (EU citizens, others without entitlement): BAMF paused new voluntary admissions in February 2026. From June 1, 2026, a limited quota reopened with priority for Ukrainian refugees (§24 AufenthG) and EU citizens (plus family) who need German for work or vocational training. Apply directly to BAMF; spaces are not guaranteed.

Costs (2026):

  • Self-payer rate: €2.29 per UE → ~€1,603 for the full 700 UE.
  • Free for Bürgergeld recipients, recognized refugees, and other benefit holders.
  • Fee exemption if gross monthly income ≤ €2,788.50 (2026 threshold; higher with children). Apply before module 1; not retroactive.
  • 50% reimbursement from BAMF if B1 DTZ + orientation test passed within 2 years of course start.

Registration: Mandatory placement test at the VHS. A Berechtigungsschein (eligibility certificate) is needed from BAMF (EU citizens) or Ausländerbehörde (non-EU). See the step-by-step section below.

Illustrative example: A software engineer from India arrives on a Blue Card in March 2026. The Ausländerbehörde issues a Berechtigungsschein for an integration course. Registration at the local VHS, placement test, and start in Module 3 (B1.1) in May. Course fee: €2.29/UE unless exemption is applied for based on income.

A2 vocational A2 Generally not offered

Eligibility: Authorization or obligation from Jobcenter, Bundesagentur für Arbeit, or BAMF.

Costs (2026):

  • Free for job seekers, apprentices, benefit recipients.
  • Employed participants pay €2.56 per session if annual gross income > €33,462 (higher thresholds with children).

Certification details — Recognition in Germany

Step-by-Step Registration: Documents, Placement Tests, Berechtigungsschein & Deadlines

General / Vocational / Online Live / Summer Courses

  1. Find the local VHS → website → "Deutsch" or "Sprachen" section.
  2. Choose course (level, format, schedule).
  3. Take placement test (online or in-person) — assigns correct module.
  4. Register (online or in-person) and pay fee.
  5. Receive confirmation and course materials info.

Integration Courses (additional steps)

  1. Obtain Berechtigungsschein:
    • Non-EU: From Ausländerbehörde (with residence permit).
    • EU citizens: Apply directly to BAMF (voluntary, quota-based from June 2026).
  2. Contact VHS with Berechtigungsschein → they schedule placement test.
  3. Placement test → module assignment (1–6 for language, 1 for orientation).
  4. Register at VHS; present Berechtigungsschein and ID.
  5. Apply for fee exemption (if eligible) before Module 1 starts.

Required documents (all courses)

  • Passport / ID card
  • Anmeldung (registration certificate) — proves address
  • Berechtigungsschein (integration courses only)
  • Jobcenter / Agentur für Arbeit voucher (if applicable)
  • Proof of income (for fee exemption/reimbursement)

Deadlines

  • Integration course entitlement: ~1 year after residence permit issuance.
  • Summer courses: register by May/June.
  • Fee exemption: before Module 1.
  • 50% reimbursement: apply to BAMF within 2 years of course completion with B1 DTZ + orientation certificates.

Integration course eligibility for EU vs non-EU — Germany Visa

Special Rules for EU vs. Non-EU Nationals: Entitlements, Obligations & Quotas

Aspect EU citizens (e.g., Sweden, Estonia) Non-EU citizens (e.g., UK, US)
Integration course access Voluntary only; from June 1 2026 preferential quota for work/training needs Statutory entitlement with first residence permit (work/family); obligation possible
Berechtigungsschein source Apply directly to BAMF Issued by Ausländerbehörde
Vocational / General courses Open to all, self-pay if no funding Open to all, self-pay if no funding
Blue Card holders N/A May face challenges getting subsidized integration course authorization (perceived as "no integration requirement"); can still inquire
VHS Lernportal Globally accessible, free Globally accessible, free

Key takeaway: Non-EU nationals with a work/family residence permit have a legal right to an integration course. EU citizens rely on voluntary quota access (priority for work/training from June 2026). Both can take general, vocational, and online courses on equal terms.

FAQ: Blocked Accounts, Visa Hours, Fee Reimbursement & Course Switching

How much is the blocked account for a language visa in 2026?

€992 per month. It must be opened before the visa application with proof of funds for the entire planned stay.

Does my VHS course meet the 18 UE/week visa requirement?

Only intensive courses with ≥18 teaching units (45 min each) per week qualify. Evening, weekend, and most online live classes do not. Confirm in writing with the VHS before booking.

How do I get the 50% fee reimbursement from BAMF?

Pass B1 DTZ + Leben in Deutschland test within 2 years of course start. Submit certificates and reimbursement application to BAMF. Not automatic — application required.

Can I switch VHS centers mid-course?

General/vocational: Yes, placement test results transfer. Integration courses: Modules are sequential; continuation at another VHS is possible but must follow module order.

Can my employer fund a vocational German course?

Yes. Options: Bildungsgutschein (education voucher) via Agentur für Arbeit, direct employer co-funding, or tax-deductible training costs. Ask HR and the Agentur für Arbeit.

What if I'm on a Blue Card and the Ausländerbehörde refuses a Berechtigungsschein?

This happens — some authorities view Blue Card holders as not needing integration courses. Options: (1) request a written refusal, (2) consult an immigration lawyer, (3) take a general/vocational VHS course self-pay, (4) use the Lernportal. This guide is information, not legal advice. Consult a qualified immigration lawyer for individual cases.

Key Takeaways

  • VHS is the most cost-effective path to recognized German certificates for visas, work, and citizenship.
  • Integration courses are a legal right for non-EU work/family residents; EU citizens get voluntary quota access from June 2026.
  • Vocational courses expand massively from October 2026 — free for job seekers, low-cost for employees under income thresholds.
  • General courses at €1.50–2.56/UE are open to everyone; intensive formats meet language-visa requirements.
  • VHS Lernportal is free, globally accessible, and BAMF-approved — use it while waiting or as a supplement.
  • Certification choice depends on goal: DTZ for residency/citizenship, telc/Goethe for university and professional recognition.
  • Register early for summer courses; apply for fee exemption before Module 1; keep reimbursement deadline (2 years) in mind.

Pro Toolkit: 5 Assets to Cut Through the Bureaucracy

The free guide above gives the full picture. The toolkit below gives working documents — decision logic, comparison data, checklists, and funding scripts ready to use.

Decision Framework: Match Your Status to the Right Course in 3 Steps

Flowchart logic: Start with visa type → check income threshold → match to goal → get course path.

Step 1: Visa Type Determines Integration Course Access

Visa / Residence Status Integration Course Access Berechtigungsschein Source
Non-EU: First permit for work/family/humanitarian Statutory entitlement (1 year from issuance) Ausländerbehörde
Non-EU: Blue Card Often denied (perceived "no integration need") Ausländerbehörde (try anyway)
Non-EU: Student / Jobseeker / §16f language visa No entitlement; voluntary only if quota BAMF (quota from June 2026)
EU citizen (incl. Sweden, Estonia) Voluntary only; quota from June 2026 BAMF direct application
Recognized refugee / §24 (Ukraine) Priority voluntary access from June 2026 BAMF / Ausländerbehörde

Step 2: Income Thresholds Gate Subsidies (2026 Figures)

Subsidy Gross Monthly Income Limit Gross Annual Income Limit Notes
Integration course fee exemption ≤ €2,788.50/month — Higher with children; apply before Module 1
Vocational course free for employed — ≤ €33,462/year Higher with children; else €2.56/session
Bürgergeld / benefit recipients Automatic free Automatic free No income test

Step 3: Goal → Course Path

Goal Primary Course Path Backup / Supplement
Permanent residency / citizenship Integration course (DTZ B1 + LiD) Lernportal while waiting
Job in regulated profession (healthcare, engineering) Vocational B2/C1 (Fachpraxis-BSK) General intensive for speed
University admission (C1 Hochschule) telc C1 Hochschule prep (private often faster) VHS general C1 + Lernportal
Language visa (§16f) VHS intensive ≥18 UE/week Private if VHS full
Fast B2 for job interview Private intensive (guaranteed start) VHS summer Superintensivkurs
Maintain German from abroad VHS Lernportal (free, tutor-supported) —

Decision rule: If statutory entitlement exists → integration course first (cheapest, DTZ for residency). If speed and budget allow → private intensive (visa-eligible, rolling starts). If employed and under income threshold → vocational course (free/cheap, job-focused). If waiting for a spot → Lernportal immediately.

Bureaucracy Cheat Sheet: Forms, Offices, Deadlines

Downloadable checklist — exact form names, office contacts, and submission rules for the three main bureaucratic hurdles.

1. Berechtigungsschein (Integration Course Eligibility)

If… Apply To Form / Request Required Attachments Processing Time
Non-EU (work/family/humanitarian permit) Local Ausländerbehörde Informal written request ("Antrag auf Berechtigungsschein") Passport, residence permit, Anmeldung, cover letter stating goal 2–6 weeks
EU citizen (voluntary, quota from June 2026) BAMF (regional office) BAMF Form "Antrag auf Zulassung zum Integrationskurs" (Voluntary) Passport/ID, Anmeldung, proof of work/training need (contract, enrollment) 4–8 weeks (quota)
Blue Card holder Local Ausländerbehörde Same as non-EU + letter explaining why integration course is needed Add: employer letter, job description showing German requirement Often denied; get written refusal

Tip: Ask for written confirmation of submission date. Entitlement expires ~1 year after permit issuance — the clock starts at permit date, not application date.

2. Fee Exemption (Kostenbefreiung) — Integration Courses

Condition Form Submit To Deadline Proof Required
Gross monthly income ≤ €2,788.50 (2026) VHS "Antrag auf Kostenbefreiung" VHS course office (not BAMF) Before Module 1 starts Last 3 payslips / tax assessment / employer letter
Bürgergeld / Sozialhilfe / AsylbLG recipient Same form VHS course office Before Module 1 Current benefit decision (Bescheid)
Recognized refugee / §24 Same form VHS course office Before Module 1 Recognition decision / §24 permit

Critical: Not retroactive. If Module 1 started, full rate applies for that module. Apply the moment of registration.

3. 50% Fee Reimbursement (Kostenerstattung) — Integration Courses

Requirement Form Submit To Deadline Attachments
Passed DTZ B1 + Leben in Deutschland BAMF "Antrag auf Kostenerstattung" BAMF (regional office) Within 2 years of course start DTZ certificate (B1), LiD certificate, VHS fee receipts, bank details

Common rejection reasons: Missed 2-year deadline, submitted A2 DTZ only (must be B1), missing fee receipts, wrong BAMF office.

VHS vs. Private Language Schools: Decision Matrix

When to pay private for speed vs. VHS for cost/certification. Scored comparison for individual situations.

Scored Comparison (1–5 per factor, 5 = best)

Factor VHS Private Weight
Cost per UE 5 (€1.50–2.56) 1 (€5–15+) High
Class size 2 (15–25) 4 (8–15) Medium
Start date flexibility 2 (quarterly terms) 5 (monthly/rolling) High if urgent
Visa-eligible intensive guarantee 3 (confirm per center) 5 (standard) Critical for §16f
DTZ / Integration certification 5 (core provider) 3 (some offer) Critical for residency
telc C1 Hochschule / TestDaF 2 (rare) 5 (common) Critical for university
Vocational specialization (B2/C1 Medizin, Pflege, Technik) 4 (Fachpraxis-BSK expanding) 4 (tailored) High for regulated jobs
Teacher qualification consistency 3 (varies by center) 3 (varies by school) Medium
Pedigree for employer recognition 4 (standardized curricula) 4 (known brands) Medium
Online live option 3 (center-dependent) 5 (standard) High if remote
Lernportal integration 5 (free, BAMF-approved) 1 (rare) High for self-study

Weighting guide: Multiply each score by weight (High=3, Medium=2, Critical=4). Sum for each column.

Decision Rules

Situation Choose Because
Non-EU with integration entitlement, need residency/citizenship VHS DTZ free/cheap, legal right, 50% reimbursement
EU citizen, need German for work, quota access uncertain VHS general/vocational or Private If quota denied → private intensive for speed
Language visa (§16f), need guaranteed 18 UE/week NOW Private (or VHS with written confirmation) Visa rejection risk if course doesn't meet hours
Employed, income ≤ €33,462, need job-German B2/C1 VHS Vocational Free/cheap, Fachpraxis-BSK, employer-recognized
Need telc C1 Hochschule for university, deadline 3 months Private VHS rarely offers C1 Hochschule prep; private has rolling starts
Blue Card, Ausländerbehörde denied Berechtigungsschein VHS General Intensive or Private Self-pay; private faster if VHS waitlist long
Pre-arrival / waiting for visa / supplementing VHS Lernportal Free, global, tutor-supported, no bureaucracy
Shift worker / remote / needs evening flexibility Private (more evening/weekend slots) or VHS Webseminar Check local VHS Webseminar schedule first

Hybrid Strategy (Most Expats)

  1. Register for VHS integration/vocational immediately if eligible (locks in low cost).
  2. Start Lernportal today (free, no wait).
  3. If waitlist > 4 weeks AND deadline exists (visa, job start): book private intensive for the gap.
  4. Switch to VHS when spot opens; private course becomes expensive supplement.

Pro tip: Ask private schools for "VHS-equivalent" certification confirmation. Some telc exams are identical; payment is for speed, not a different certificate.

Employer Funding Playbook

How to get an employer (or the state) to pay for a vocational German course.

Route 1: Bildungsgutschein (Education Voucher) — Agentur für Arbeit

Who Qualifies What It Covers How to Apply Timeline
Unemployed / facing unemployment / low-skilled employed Full course cost (vocational B2/C1, Fachpraxis-BSK) + travel + materials 1. Register as jobseeker at Agentur für Arbeit2. Beratungsgespräch with Vermittler3. Vermittler issues Bildungsgutschein (AZAV-certified provider only)4. Submit to VHS 4–8 weeks from registration
Key constraint: VHS must be AZAV-certified for the specific course. Most integration/vocational courses are. General courses often not. Ask VHS "Ist dieser Kurs AZAV-zertifiziert für Bildungsgutschein?"

Route 2: Employer Co-Funding (Weiterbildungsgeld / Qualifizierungschancengesetz)

Employer Size Subsidy Conditions The Ask
< 50 employees Up to 100% course cost + 75% wage subsidy during training Employee lacks vocational qualification; training ≥ 120 hours "Qualifizierungschancengesetz §82 SGB III — wage subsidy for employer, German for the role."
50–249 employees Up to 50% course cost + 50% wage subsidy Same Same ask; HR may not know this exists.
≥ 250 employees Up to 25% course cost + 25% wage subsidy Same Harder sell; frame as retention.

Script for HR:

"The Qualifizierungschancengesetz allows claiming back [25–100%] of the vocational German course (B2/C1 Fachpraxis-BSK) plus a wage subsidy during training. The VHS handles the AZAV paperwork. Can the application be submitted jointly?"

Route 3: Tax-Deductible Training Costs (Werbungskosten)

Status Deductible How to Claim
Employee (not reimbursed) Course fees, materials, travel (€0.30/km), home office portion Annex N in tax return (Elster); keep all receipts
Freelancer / Self-employed Full cost as business expense (Betriebsausgabe) Schedule EÜR / tax return; invoice must show VAT
Jobseeker Not deductible (no income to offset) —

2026 thresholds: No cap on language course deduction if job-related. Must prove "beruflicher Veranlassung" — a message from a manager saying "German B2 required for this role" suffices.

Route 4: Employer Direct Pay (Weiterbildungsbudget)

Many companies have annual training budgets (€1,000–5,000/employee). Ask in Q4 for next year's budget. Frame as: "VHS vocational B2 = €400 vs. private €3,000. Paperwork will be handled."

Decision Tree for Funding

START: Is there a job? ├─ NO (unemployed/jobseeker) → Bildungsgutschein via Agentur für Arbeit (best coverage) └─ YES (employed) ├─ Income ≤ €33,462 → Vocational course FREE at VHS (no funding needed) ├─ Income > €33,462 → Course costs €2.56/session at VHS │ ├─ Ask employer: "Qualifizierungschancengesetz wage subsidy + course cost share?" │ ├─ If employer says no → Deduct €2.56/session + travel as Werbungskosten │ └─ If C1 Hochschule needed (not at VHS) → Private course → Deduct full cost └─ Need speed (visa/job deadline) → Private intensive → Deduct full cost + ask employer for budget

Required Paperwork for Each Route

Route Forms / Documents Who Provides
Bildungsgutschein Agentur für Arbeit "Bildungsgutschein" form + AZAV certificate from VHS Vermittler / VHS
Qualifizierungschancengesetz "Antrag auf Weiterbildungsgeld" (employer submits to Agentur) + training plan HR + VHS
Tax deduction Receipts, VHS invoice, travel log, employer letter (if requested) Individual
Employer direct pay Cost estimate from VHS, course description, budget approval email Individual + VHS
