Pro Tip: Your first administrative task in Estonia should be to go to a PPA service office, collect your ID card, then immediately go to a mobile provider to get set up with Mobile-ID, and finally, download and activate Smart-ID at home. Doing all three will make your life incredibly easy.

Estonia’s digital health system is a game-changer. Through the Patient Portal (Terviseportaal), accessible via Eesti.ee, you can:

  • Find and Register with a Family Doctor: Once your address is registered, the system will show you a list of available family doctors in your area. You can submit your application to join their practice list directly online.
  • View Digital Prescriptions (Digiretsept): When a doctor prescribes medication, they do it digitally. It's linked to your ID code. You just go to any pharmacy, present your ID card, and they can see your active prescriptions. No more lost paper slips! You can see all your active prescriptions in the portal.

  • e-Residency vs. Physical Residency: You may have heard of Estonia’s e-Residency program. It’s important to understand this is not for living in Estonia. E-Residency provides a digital identity for non-residents to run an EU-based company online. As an expat living here, you are a resident with a physical ID card and full access to all services, including social and healthcare systems. E-residents do not get these residential rights.

You’ll still need to visit a PPA service point in person to give fingerprints and receive your first ID card. You’ll go to a bank to open an account in person the first time.
